2. WHY THIS MATTERS ON THE FLOOR
"Hot work"—which encompasses welding, cutting, brazing, and any activity generating sparks or high heat—introduces a significant ignition risk into the manufacturing environment. In a complex facility like ours, even a minor oversight during these activities can lead to fires or explosions, threatening lives and causing irreversible damage to specialized equipment.

Smoke particles and chemical residues from fire suppressants are catastrophic contaminants. A single spark resulting in smoke can compromise the sterility assurance of an entire suite, leading to the loss of sensitive product batches, mandatory facility shutdowns for deep-cleaning, and intensive regulatory re-qualification.
Ultimately, this procedure exists to reduce the risk of fire and explosion at DP-MFG-FACILITY. By protecting the environment from fire hazards, we simultaneously protect the sterility of our products. Mastering this protocol begins with a clear understanding of the facility’s technical safety vocabulary.
3. KEY TERMS & DEFINITIONS
Precise terminology is the foundation of cGMP compliance and clear safety communication. Using standardized definitions ensures that there is no ambiguity between operators, supervisors, and safety leads during high-risk operations.
- Hot Work: Any activity involving welding, brazing, cutting, or other tasks that produce sparks or heat outside of a designated, properly designed weld booth.
- Hot Work Permit Tag: A mandatory document that must be completed and attached to the equipment being used; it must remain visible to passersby as a sign of safety conformance.
- Fire Watch: A designated person trained in the use of extinguishing equipment and familiar with alarm systems who monitors the area for hazards during and after work.
- Combustibles: Materials capable of igniting and burning; these must be relocated or shielded before work begins.
- Combustible Gas Detection Instrument: A specialized tool used to verify the absence of flammable gases or vapors in vessels before hot work is authorized.

4. THE PROCEDURE, STEP BY STEP
Safety procedures in our facility are non-negotiable sequential workflows. These steps are designed to systematically eliminate the variables that lead to high-consequence accidents.
- Permit Acquisition and Documentation
- Obtain a Hot Work Permit and Tag from the EH&S office. The person issuing the permit must record all details in the official logbook. Permits are valid for a maximum of one shift or until there is a change in personnel.
- Why it matters: This creates a centralized record for facility-wide oversight and ensures that permits expire appropriately to prevent "legacy" hazards.
- Area Preparation and Fire Suppression Verification
- Verify that the facility sprinkler system is in operation. If the system is out of service, hot work is prohibited unless specific alternative fire protection is provided and a fire watch is established. Sweep all floors clean of debris and cover all floor and wall openings.
- Why it matters: Floor and wall openings must be sealed because sparks can travel through these gaps, causing undetected fires on different building levels.
- The 35-Foot Rule and Material Protection
- Relocate all combustibles to a distance of 35 feet or more from the operation. If relocation is not feasible, protect items with metal guards or flameproof fire blanket covers.
- Why it matters: Eliminating or shielding fuel sources in the immediate vicinity is the most effective way to prevent a stray spark from escalating into a fire.
- Vessel Safety and Cleaning
- Do not perform hot work on any vessel that contains or previously contained flammable materials until it is cleaned, purged, and the absence of vapors is confirmed by a combustible gas detection instrument.
- Why it matters: Residual vapors can ignite or explode when exposed to the intense heat of welding or cutting.
- Equipment and Safety Checks
- Operators must check all valves, regulators, hoses, and torches for good condition. Use portable stands to elevate hoses and cables off the floor to prevent damage. Ensure gas cylinders are secured by chains and that protective caps are in place when not in use. Contractors must provide at least two 10-lb multipurpose dry chemical fire extinguishers at the site.
- Why it matters: The immediate supervisor is responsible for ensuring these checks occur because faulty equipment or unsecured high-pressure cylinders can cause catastrophic physical injury or gas leaks.
- Fire Watch and Post-Work Monitoring
- Maintain a fire watch during the work, for 60 minutes after completion, and perform a final fire check 3 hours after the 60-minute watch ends. If work is done above floor level, a person must be assigned to watch the area beneath the work for sparks.
- Why it matters: Many industrial fires begin as smoldering embers that do not manifest until hours after the work has ceased. The 3-hour final check is a critical safeguard.
