2. WHY THIS MATTERS ON THE FLOOR
The Quality and Technical Agreement (QTA) serves as the primary "governance document" in a multi-party manufacturing environment. It is the definitive map that outlines the allocation of risk and responsibility, ensuring that no critical quality step is overlooked between the facility and the client. Without this clarity, the risk of "unsatisfactory quality" increases significantly. 3. KEY TERMS & DEFINITIONS
Precision in communication is a cornerstone of cGMP. A shared "compliance language" ensures that both the manufacturing facility and its clients operate under the same set of expectations, reducing the likelihood of errors during production and release.
- Contract Acceptor (DP-MFG-FACILITY): The party who performs the services (manufacture, testing, storage, etc.) as the contracted facility for the product owner.
- Contract Giver: The person or entity who commissions the service. They are the marketing application or license holder (for both commercial and clinical products) who introduces the product into interstate commerce.
- Master Services Agreement (MSA): The overarching contractual agreement between the Client and DP-MFG-FACILITY that governs the business relationship.
- Project Plans: Documents that refer back to the MSA, signed by both parties, which set forth the proposed course of action for specific product services.
- Quality / Technical Agreement (QTA): A written contract between a Contract Giver and Contract Acceptor that defines roles and responsibilities to avoid misunderstandings that could result in unsatisfactory work or product quality.
- Continued Process Verification (CPV): A required component for commercial products; the QTA must define responsibilities for monitoring control limits and process stability.
- OOS/OOT: "Out of Specification" and "Out of Trend" laboratory results. The QTA must define specific timelines for notification and the approval process for retest plans.
- QP Requirements: Responsibilities related to the "Qualified Person," particularly critical for products distributed in the EU/UK or those involving clinical trial blinding and returns.
