Training Module: Hazardous and Universal Waste Management for Sterile Manufacturing

- Execute the specific storage and emergency protocols for Universal Waste, including the 15-minute "Air Out" procedure for broken mercury lamps.
- Determine container "empty" status by applying the triple-rinse/liner-removal rule for acutely hazardous waste or the "one-inch residue" rule for standard hazardous waste.

2. WHY THIS MATTERS ON THE FLOOR
In a sterile drug manufacturing facility, waste management is not merely a housekeeping task; it is a strategic imperative that ensures facility uptime and prevents catastrophic regulatory interventions. In the context of a DP-MFG-FACILITY environment, waste handling is a critical component of "Contamination Control." Improperly managed waste—such as leaking containers, volatile vapors from unsealed lids, or the accidental mixing of incompatible chemicals—presents a direct hazard to the sterile field and patient safety. Cross-contamination or chemical incidents can lead to batch losses and long-term facility shutdowns.
Furthermore, every professional must understand the "cradle-to-grave" tracking system mandated by the Resource Conservation and Recovery Act (RCRA). This framework dictates that our legal responsibility for hazardous waste begins at the moment of generation ("cradle") and continues through storage and transport until final disposal ("grave"). Maintaining a precise workflow is the only way to ensure that this lifecycle remains documented and compliant. Mastery of these workflows begins with a command of the technical vocabulary used by EHS and manufacturing professionals.
3. KEY TERMS & DEFINITIONS
The prevention of operational errors relies on a shared technical vocabulary. In a cGMP environment, ambiguous language leads to deviations; therefore, every operator must use the following terms as defined by federal law and site policy.
- Hazardous Waste: Defined in 40 CFR 261.3 as solid waste that, due to its quantity, concentration, or characteristics, may pose a hazard to human health. This includes waste specifically listed by the EPA or waste exhibiting characteristics of ignitability (D001), corrosivity (D002), reactivity (D003), or toxicity.
- Acutely Hazardous Waste: Specifically identified P-listed wastes that are dangerous even in very small amounts.
- RCRA (Resource Conservation and Recovery Act): The primary federal law governing the "cradle-to-grave" management of hazardous waste.
- Satellite Accumulation Area (SAA): A designated area at or near the point of generation where up to 55 gallons of hazardous waste (or one quart of acutely hazardous waste) may be accumulated under the control of the generator.
- Universal Waste: A category of hazardous waste subject to streamlined regulations to promote recycling; at our facility, this primarily includes batteries and lamps.
- MSDS (Material Safety Data Sheet): The definitive technical document providing handling, risk, and emergency instructions for hazardous substances.
- Manifest: The official EPA shipping document (Form 870022A) used to track waste during transport to a disposal facility.

4. THE PROCEDURE, STEP BY STEP
Standardized waste determination is a strategic necessity to maintain regulatory compliance and mitigate the risks associated with hazardous materials.
Part A: Hazardous Waste Determination
All determinations are finalized by the EH&S Department using MSDS data and analytical testing.
- Listed Waste Identification: Check if the waste appears on the EPA Lists:
- F-list: Non-specific source wastes (40 CFR §261.31).
- K-list: Source-specific wastes (40 CFR §261.32).
- P-list and U-list: Discarded commercial chemical products (40 CFR 261.33).
- Why it matters: Identification of listed waste triggers specific disposal and handling mandates that cannot be bypassed.
- Characteristic Waste Evaluation: If not listed, the waste is evaluated for:
- Ignitability (D001): Flash point < 140°F (40 CFR §261.21).
- Corrosivity (D002): pH ≤ 2 or ≥ 12.5 (40 CFR 261.22).
- Reactivity (D003): Unstable, explosive, or produces toxic fumes (40 CFR 261.23).
- Toxicity: Concentration exceeds limits in 40 CFR 261.24.
- Why it matters: Misidentifying these characteristics can lead to fires, chemical burns, or toxic exposure on the floor.
